The Paris project was unveiled in 1995. It was designed by Leidenfrost/Horowitz & Assoc., Bergman, Walls & Assoc. and MBH Architects, with Bergman Walls Associates as the architect. Construction was started by Bally Entertainment, which owned a neighboring resort called Bally's Las Vegas.

Building of the complex began in 1997. The original plan was to build a full-scale replica of the Eiffel Tower, but because of the nearby McCaran Airport, the tower was scaled down to a 1:2 scale.

The Eiffel Tower was opened in 1999, with Catherine Deneuve turning on the lights of Paris and crystal chandeliers in the main lobby at a gala event. An architectural highlight is that the Eiffel Tower is erected from the casino floor and pierces its ceiling.

Since 2010, the atrium has been transformed and remodeled. Restaurants, nightclubs and stores, terraces with VIP cabanas, and a rooftop grill bar have been added.
