In 1998, Coast Resorts announced the future construction of a hotel-casino called Sundance. The plan was to open a mid-sized local casino. The hotel was built in three phases and included a 240-room tower, a 6,500-square-foot gaming area, a large-screen movie theater, four restaurants, and a showroom with a capacity of up to 500 people. Plans included a second tower with 240 rooms and nearly 1,000 square meters of meeting space, a bowling alley, a bingo hall and a daycare center.

The resort began construction in 1999.The 10-story hotel tower was completed in March 2000. The grand opening was accompanied by a five-minute fireworks display. Due to a copyright dispute with the Sundance Film Festival, the resort was named Suncoast. The interior and exterior of the buildings have a Mediterranean style.

The Atrium opened with a betting parlor and a 600-person bingo hall. When it opened, the casino had 7,200 square feet of floor space. It had about 50 table games and more than 2,000 slot machines, most of which were coinless. The resort included a daycare center, a gym, an escalator to quickly move customers from the garage to the casino, a movie theater, a 460-seat exhibit hall, a 64-lane bowling alley, and a room with arcade video games.
